Your rights as an Oregon renter
Oregon renters with an emotional support animal are protected by two overlapping laws:
- The federal Fair Housing Act provides for reasonable accommodations for people with disabilities. Animal-related requests are assessed in context; an ESA letter does not guarantee a particular outcome. See the current HUD enforcement note above.
- Oregon's ORS 659A.145 addresses disability discrimination and reasonable accommodations in real property transactions. State-law questions and complaint options can be discussed with BOLI or a fair-housing organization. This is separate from HUD's federal administrative enforcement.
Ask about fees as part of your request. An ESA letter does not automatically waive pet rent, deposits or other charges. Whether a fee waiver is required depends on the accommodation, applicable law and the circumstances. Ask a fair-housing organization or attorney about a disputed charge. You remain responsible for actual damage your animal causes.
What your Oregon clinical letter includes
An ESA registration, certificate or ID card does not replace a clinical assessment. A letter can document a clinician's assessment for a housing request; it does not guarantee acceptance. Every letter I issue includes:

To get an ESA letter in Portland, you book a telehealth assessment with an Oregon-licensed clinician, complete a real 30-minute evaluation, and — if an emotional support animal is clinically appropriate — receive a signed letter your landlord can verify, with license number, NPI, signature and letterhead. Approval of a housing request is separate. I'm based in the Portland metro myself, sessions are entirely by phone, and Portland clients can choose from current appointment times for $129 flat.
